The Paul Nicholls-trained Hawkhurst, sent off the 8-15 favourite, was well clear after jumping the final flight when he attempted to buck, flashed his tail, jinked to the right and Twiston-Davies was dumped out of the saddle.
That left Weststreet to land the spoils for the Grand National-winning team of trainer Oliver Sherwood and jockey Leighton Aspell.
Twiston-Davies vowed to do his best to ensure there will be no repeat of the incident.
He tweeted: "Apologies to all with Hawkhurst today, I can only say sorry. An error on my part, I'll be working hard to make sure it never happens again."
The stewards inquired into the incident and, after interviewing Twiston-Davies and viewing recordings of the race, they took no further action.
Bookmaker Paddy Power offered money back, as free bet singles only, on Hawkhurst.
